What services/software will allow me to connect two different phone numbers together?

I run a lead generation service. I'd like to be able to connect the consumer directly with the person that can help them. I have a database of numbers on hand. When a person enters their phone numbers I want to be able to connect them with the appropriate phone number in my database. Does any one know of a click to call solution or software that can help me accomplish this goal?
